They change it so often I have no idea what the decider will be this season if that's the case, but it has been down to goal difference in the past and it has been down to series record in the past.

results between tied teams then GD then Goals Quotient (GF/GA) Both those for the series between the tied teams only if still a draw I believe its then the overall GD, GQ

Has the league ever been settled on anything other than points?....can't recall a tie at the top?

Nope - closest was 2001/2002 when Invicta beat Solihull by 1 point. Other than that 4 points has been the closest in 2006/2007 (Bees beat Scims) and 2003/2004 (MK beat Potty)
in 1996/1997 though the English League Div 1 North ended in a tie - Kingston and Altringham. Kingston won title despite having worse GD
